This feasibility study authorized by the Honorable Jose Ramon P. Garcia, Mayor of the Municipality of Quezon City, in his letter dated February 3, 2004, should help you make sound decisions in your plan of establishing the Urban Transportation Program.
In my report, I have discussed the causes, effects and possible solutions to the heavy traffic here in Metro, Manila.
